This Request for Proposals (the “RFP”) is an invitation by the Province of Prince Edward Island (“the “Province”) to prospective Proponents to submit proposals for the provision and implementation of a community engagement plan to be used to collect feedback from Islanders on different topics related to land use as further described in the RFP Particulars (the “Deliverables”).

The Land Division of the Department of Housing, Land and Communities is the planning regulator for 82% of Island lands and oversees the approvals of Municipal Official Plans and Bylaws (18% of Island lands). The Division is governed and directed by the Government of Prince Edward Island Planning Act and associated regulations. Currently the only areas on the island that have land use planning are municipalities with planning authority (the aforementioned 18% of Island lands).

Land use on the Island has been studied extensively. Over the last 50 years, seven reports on land and land use have been conducted. As time progresses, these issues have only compounded: the impacts from climate change, the housing crisis, sustainable and consistent access to energy, food security, agricultural loss, etc.

To help determine the direction the plan must take, community engagement is paramount. By collaborating with all government departments, stakeholder groups, and the public, we’ll learn more about the key issues these groups face, what outcome they wish to see, and how to best support endeavors they’re undertaking.
