Awards for Planning Excellence

The Canadian Institute of Planners annual Awards for Planning Excellence honour planning projects judged on their excellence, innovation, impact on the profession, implementation potential and overall presentation. All of these projects are deserving of recognition for their excellence in planning work, their contribution to the profession and for showing particular strength in the category under which they won their award. Currently, there are twelve categories for these awards, each accepting submissions which are then judged by the Awards committee and awarded at the annual conference.

 

CIP congratulates the winners of the 2014 Award for Planning Excellence. All of these projects are deserving of recognition for their excellence in planning work, their contribution to the profession and for showing particular strength in the category under which they won their award.

Aboriginal Community Planning and Development

Project Name:Nom du projet : Working It Out Together: Pikangikum First Nation's Community Health Planning Needs Assessment
Company:compagnie : Pikangikum Health Authority and Beringia Community Planning Inc.

This project, developed by Beringia community planning Inc. in association with the Pikangikum First Nation, examines a very important issue in aboriginal planning – community based health planning.  Using a community development approach, the process was driven from the bottom-up allowing for capacity building and healing through planning. The approach went well beyond the identification of health needs and looked at employment, housing and governance. Driven by the strong desire to have a process initiated and designed by the community, the Pikangikum First Nation was able to maintain control and ownership. Overcoming challenges of negative media, the approach started with building a sense of pride and accomplishment, identifying strengths and assets. From there, and through extensive data gathering, the community was able to create a list of health needs. A system of prioritization was developed allowing for identification of the most critical issues which need to be addressed immediately. The overall community development approach is one that has clear application to other aboriginal planning issues.

Project Name:Nom du projet : Region of Waterloo Central Transit Corridor Community Building Strategy

This community building strategy is a comprehensive document for a linear transit corridor spanning the cities of Cambridge, Kitchener and Waterloo. It is an excellent plan that is well organized and well-written. The graphics are clear and help the reader to understand complex concepts. The strategy is loaded with ideas on public realm improvements and redevelopment opportunities. It takes these ideas from the very general to the specific. The integration of market analysis with planning recommendations is well done as is transit planning with urban design and land use. Public involvement was an important part of the process highlighted by a very successful storefront operation. The station area snapshots provide a wide range of useful information that can be applied to further planning work including the development of TOD station plans. Overall, this is an outstanding plan that is worthy of an Award of Excellence.

Project Name:Nom du projet : Sea Level Rise Adaptation Primer - A Toolkit to Build Adaptive Capacity on Canada's South Coasts

Sea level rise is becoming a real concern for all coastal municipalities in Canada and internationally. This primer provides an excellent document with which to plan, regulate, and construct our adaptations to this natural reality. Focused on presenting research, public education and engagement, adaptation tools and monitoring, the document highlights 21 adaptation tools for decision making related to planning, regulation, land use, structural, and un-structural techniques. It is a complete template of planning objectives, policy and risk management to coastal wetland creation and beach nourishment design guidelines.
Protect, Accommodate, Retreat, Avoid are the four adaptation strategies, which form the framework of the document. The implementation approach is easy to follow and recognizes the necessary interaction of information gathering, public education/engagement, adaptation tools and the monitoring of measurable indicators.
The document includes an excellent glossary, summary tables, provincial legislation summaries, municipal bylaws, and extensive listed and web linked bibliography. It was a pleasure to read and review and should be within easy reach of politicians, planners, students, conservation authorities, and citizens alike.

The Thompson Economic Diversification Working Group Process reflects the power of partnership and common purpose between municipal governments, Aboriginal peoples, local business organisations and the resource sector as direct responses to the challenges of Canada’s northern urban centers and opportunities for sustainable economic growth. The process represents a best practice in both procedural and technical capacity building to ensure local stakeholders can fully engage in planning for the long-term sustainability of their community. The Thompson Economic Diversification Plan includes several accompanying documents:

Project Name:Nom du projet : Alexandra Park Revitalization Plan

This project prepared by Urban Strategies, took a dated social housing complex circa 1960 and through a very public process created the design for a revitalized and vibrant neighbourhood providing a variety of housing options, including rental, co-op and condominium style units.  The public consultation involved a visioning exercise which was excellent and inclusive given the challenges of mixed language and cultures.  As a result of the exercise, the residents voted to undertake a revitalization of their neighbourhood with the understanding that there would be zero displacement, minimal disruption and planning was for everyone.  The process maintained social cohesion of the community throughout the delicate design exercise.
Creating a mixed income housing model is innovative as it is self-financing and has application for other Toronto Housing Corporation social housing projects. For Alexandra Park, the implementation can be executed over the next 15 years having the support of Toronto Housing Corporation, the City of Toronto, the residents and the development community.

Planning Canadian Communities publication is being recognized for its significant contribution to the field of study in planning remaining the most recognizable and relevant textbook in planning schools across Canada. The sixth edition of the text includes important updates and additions bringing in new terminology and incorporating examples of Canadian work responding to the fluid and evolving nature of the planning profession. The book is acknowledged as a leading text for planning in the Canadian context.

The issue of secondary units while appearing simple on the surface can often be incendiary and divide communities and neighbours. The submission broke down the elements to understandable and simple concepts while the consultation boards were elegant statements of reason and logic. The engagement process was a mutual exploration of the issues which resulted in a very transparent and honest understanding and agreement of how to move forward. Overall, the projects is highly implementable and concretely tackles the issue of providing safe and affordable housing setting out a good framework for cities confronting the same issues.

Starting with a comprehensive visioning process to develop strategic direction the study identifies a typology of downtown Ottawa streets with specific design approaches to address efficient use of right of way, creation of identity, enhancement of urban quality and pedestrian and cyclist comfort.
The study sets the scene for planning adjacent properties and community related to new LRT construction and includes 13 vital moves-projects and action-for moving forward, as well as an extensive street design tool kit tailored to Ottawa.  Implementation of streetscape projects is practically linked to incremental lifecycle renewals for downtown streets.

The City of Trois-Rivières, with the support of Quebec Ministry of Culture and Communications, developed a heritage program highlighting the municipality foundation. Place Pierre-Boucher and Plato Park complex has been revitalized in an exemplary urban design in light of various historical, socio-cultural, archeological and architectural aspects. A monumental staircase tells the history of the site and the City. The parish church is suggested by the use of a concrete pad apparatus showing the footprint of the building and integration of granite block displaying the church benches and the east wall thereof. The concept is sympathetic to the existing context and executed in an exciting modern vernacular.

The Qu’Apple Valley Integrated Tourism Strategy provides the vision for tourism development within the Qu’Apple Valley Calling Lakes Region. The relationship between the Fire Hills Qu’Apple Tribal Council, the Planning Commission and Tourism Saskatchewan provides an excellent model for engagement of First Nations in tourism planning.

Edmonton has embraced the idea of winter programming through a focussed strategy that combines research into successes in other cities and consultation with citizens to produce ‘a blizzard of ideas’ for making the city more active and social in the winter months. The plan addresses implementation with both a new staff position and Advisory Council. The report is highly usable by other northern cities for both precedents and ideas.

The Halifax Regional Municipality (HRM) Urban Forest Master Plan was completed with a unique collaboration between Dalhousie University and the HRM. This project is very comprehensive which began with an inventory of the urban forest and resulted in a priority based action plan to sustain Halifax’s Urban Forest.

Reclaiming Indigenous Planning is a varied and interesting collection of 70 essays edited by Ryan Walker, Ted Jojola, and David Natcher to capture many facets of the history and current experiences of aboriginal peoples internationally, with a focus on communities across Canada. The book assembles case studies and personal narratives to demonstrate “the critical need for Indigenous communities to reclaim control of the political, socio-cultural, economic and environmental agendas that shape their lives”.

South of Saskatoon, Maple Creek is a quintessential western small town of 2200 people. The Maple Creek Heritage District Implementation Plan is being given an award of merit for a plan that sets out simple, straight forward and highly implementable goals with tangible and immediate outcomes. The preparation of the plan included a high level of community engagement and produced a plan that reflects the community’s vision and spurred the community into action before its completion indicating early success. The Plan is concise, easy to read and well put together making it accessible to a broader audience.

Streets are for people not just cars. “Tools before rules” was the motto for this project, which produced a handbook documenting extensive public input, goals, objectives, policies and clear illustrations; a discussion paper outlining the roles and responsibilities of stakeholders, and a pilot project. A walking audit of the pilot project allowed stakeholders and residents to measure physical attributes and visualise streetscape improvements.

Established in 1693, Place D’Armes is the second oldest plaza in Montreal and is today one of the most significant public spaces in Canada. The guiding principle for the plaza revitalization is a ‘story set in stone’, acknowledging the desire to create a place that captures the memory of over three hundred year of religious, political, cultural and popular life, while expressing the modern vibrant spirit of contemporary Montreal. The results are spectacular.
The elegance of the plaza is expressed in its details. The reuse of granite planters as paving materials, beautiful modern street furniture, the preservation of mature street trees, and the restoration of the central monument all work seamlessly with a paving pattern that acknowledges the foundations of the first Church of Notre-Dame and the Gadois Well, the first source of drinking water in Montreal.
Place D’Armes is a special place, and the seamless integration of thoughtful contemporary design in the historic heart of the City will ensure that future generations of living will be captured ‘in the stone’.

Vision 2051 is the Regional Municipality of York's primary strategic document containing principles, goals and actions to guide the Region's future. The jury commends this very refreshing innovative and compelling example, which takes the community and the profession outside of the bounds normally set by statutory limitations; taking a very sober long-term look at trends and how those trends might be addressed or altered. The public engagement, the climate change mitigation and the sustainability strategies demonstrates an overall standard of quality that can be used by communities and regions across the world.

Bow to Bluff, B2B, is truly a grass roots citizen-led initiative where the community built on the City of Calgary Hillhurst-Sunnyside area redevelopment plan and turned it into a project through extensive and innovative consultation.  The project exemplifies public engagement by showcasing new ways of consultation to create support by all stakeholders.  Lessons learned are highlighted and advice on how to adapt the model in other consultation efforts is provided.  B2B is an excellent example of how concerned citizens can become empowered to direct change.  There was a clear focus presented by the citizens group and this led the initiative to have 2500 participants over seven weeks commenting on how to change a public space.  The document reflects a process which was professionally executed and scalable in many situations.

Those organizations involved in treaty negotiations will benefit from the plain language and attractive graphic presentation of this publication. A Path Forward establishes a threshold for future planning publications in its simplicity and elegance in dealing with a very complex and emotionally charged subject.

Giiwedaa, our Comprehensive Community Plan, is a roadmap for the Animbiigoo Zaagi’igan Anishiaabel (AZA) Members to archive their vision of a healthy, sustainable, thriving community. Its companion document, Partridge Lake Land Use Plan, supplements the work contained in the CCP. The passion of the community for this land is found throughout both documents. Both documents were particularly impressive with their standard of presentation, public participation and implementation. Many ideas presented in these documents are transferable to other communities facing similar issues. Community members are to be commended for their efforts in putting together documents that will shape their communities well into the future. Both documents are easy to understand yet captures complex ideas in a simple manner through the use of graphics.

Vancouver's Transportation 2040 Plan is an ambitious high-level vision for the City with an aggressive and admirable target for the number of trips on foot, bike and transit. It is a comprehensive plan that recognizes the relationship with land use planning and its effects on the economy and quality of life. The development of the plan featured extensive public consultation that included an international peer review and provided an implementation strategy for key projects. Well presented and easily understood, it helps set the bar on a number of important and contemporary active transportation objectives.

The Plan is an excellent document that will guide the management and development of Cochrane’s open space system over the next 20 years. The project introduced a Composite Value Level of Service approach to comprehensively measure the park system.  The CVLOS assessment methodology uses a spatially explicit inventory and mapping process in GIS to identify how well areas are served by open spaces. The public engagement approach included an on-line mapping tool, sounding boards, workshops, on-line survey, and open houses.  The Plan has presented a balanced document that respects recreation values, the natural environment, and economic considerations which should help lead to a more sustainable open space system for Cochrane.  The jury appreciated the thoroughness of the submission and since its adoption in November 2012, the Plan is already in use by the City of Cochrane to evaluate subdivision and development proposals and to guide investment into the park system.

Presented in an easy to read and well-structured report with clear graphics and many illustrations, the Downtown Design Study provides the blueprint for Five Big Moves to revitalise the centre of this community of 4000 people in southwest Newfoundland, including: downtown theme development, streetscape design, urban design projects, façade improvements and a way finding and signage plan. The project team engaged business owners and citizens in a two-round consulting process including an analysis of strength and weaknesses, a week of consultation events and a temporary workspace were community members could view designs in progress. The jury was impressed by the straight-forward and accessible approach, which addresses economic, environmental and social sustainability in the phasing of capital projects.

The Tower Neighbourhood Renewal Initiative highlights the potential of apartment tower neighbourhoods to intensify and to improve the quality of life for the residents through creating complete communities.  This project acknowledges that local planning policy needs to be updated, and illustrates that this needs to happen generally and not just for these critical planning issues.  The initiative recognizes the connection between community design and health.  Initially conceived as a project to retrofit an aging housing stock to make it more energy efficient and liveable, it evolved into identifying barriers to planning.  The project, in its current form is an important piece of work.  It is presented on a large scale with application to a challenging housing form in major North American cities.

Presented in the form of a well organized, colour coded manual, TransLink's Transit-Oriented Communities Guidelines offer a compendium of best practices and case studies for designing places that support transit use. The material is clear and well presented in a way that is accessible to the public while including technical information and many references to supporting publications and websites that make it a tool for professionals. The guidelines work at the scale of major urban redevelopment and for small improvements to city streets to improve the performance of transit, cycling, and walking. Checklists at regional, neighbourhood, and site levels, a comprehensive glossary of terms, and case studies all enhance the usability of the toolkit.

The Strategic Plan sets out a program of park development and acquisition to 2021 with a focus on priorities for the first five years. A parallel Financial Program addresses funding to both strengthen management of existing recreation resources while adding new parks and trails incrementally as funding permits. The Plan identifies priorities that emerged from public consultation and frankly discusses the financial challenges of funding expansion while maintaining facilities and services in line with public expectations. The plan document is attractively presented with numerous photographs of the region's magnificent and diverse park landscapes and natural resources contributed by local photographers.

Project Name:Nom du projet : Town of Trinity Municipal Plan and Development Regulations

Located on the Bonavista Penninsula in Newfoundland and Labrador, the rural Town of Trinity (population 191) now has a Municipal Plan and Development Regulation Document worthy of an Award of Merit. Challenged with a declining and seasonal population, the Planning process presented innovation in its ability to engage the public with land use planning matters by using a common language and respecting input from seasonal residents as well.  The jury came to appreciate the scale of this rural small town, the natural setting, and the sincere effort the town has to become more sustainable.   The Plan presents community wide goals in a simple and straightforward manner followed by community wide policies that even includes one to identify and preserve traditional footpaths critical to local entrepreneurs such as tourist accommodations.

Dowtown Tomorrow Linking Orillia’s Core to the water is a comprehensive, design-based plan for the older parts of Orillia near the waterfront. It presents a complete package of renewal ideas including build-out models, streetscape design and sustainable initiatives all tied together into an impressive implementation matrix. The plan is also based on an exhaustive public engagement process, including a 4-day design charrette. It should have a lasting impact on the city from planning, economic development and future investment perspective.

The Rideau Canal Multi-Use Crossing addresses a gap in the active transportation network in Ottawa. Given the significance of the Canal as a World Heritage Site and its location within established neighbourhoods, the location and design of the crossing was critically important to the success of the project. To that end, the project team did a great job of carefully considering these elements and consulted with public and private stakeholders. It is an important investment in transportation infrastructure that is expected to result in a shift in the number of trips by car to walking and cycling, and will create seating along the canal during the skating season in an innovative way. Great project, well done and ready for implementation!

Eglinton Crosstown Design Framework is a beautifully presented report that provides guidance to the City of Trinity and the other partners on how best to mark this transit corridor from an urban design perspective. The analysis is comprehensive and spells out station by station directions, streetscaping, beacon locations, urban plazas and public art facilities. It will serve as a useful guide to future detailed design work and investment decisions.
