Jeff Palmer MCIP, RPP




Jeff has planning degrees from the University of Manitoba (2003) and the Nova Scotia College of Art and Design (1997), and an undergraduate Arts degree from the University of Manitoba (1993). He began his career in 2000 working with the Forks Renewal Corporation, a former railyard brownfield in downtown Winnipeg and today our most popular tourist attraction and meeting place. Throughout his career, Jeff’s primary focus has been to revitalize downtowns and other inner-city communities. In 2007 Jeff joined CentreVenture, the City of Winnipeg’s downtown development corporation to continue his work rebuilding downtown. Beginning in 2011, Jeff worked with the University of Winnipeg Community Renewal Corporation to help develop their downtown and north end campuses. In 2015 Jeff and fellow University of Manitoba city planning alumnus Kristy LeBaron established Catapult Community Planning, a partnership that provides community planning, land use and development advisory services. Jeff has extensive Board experience having volunteered his time for Westminster Housing Society and the Performing Arts Lodge, two organizations dedicated to providing affordable housing in our community and Storefront Manitoba, an organization dedicated to advancing the awareness and appreciation of architecture, design and the built environment in Manitoba. He is married to Carolyn Frost, a lawyer specializing in labour and employment law. They have two young girls. Three of the four enjoy summer holidays in their Volkswagen camper.
